In light of the ongoing situation with regards to the coronavirus (Covid-19), we are strongly advising that planning applications should be submitted electronically where possible. Paper submissions will still be processed, although in light of the current situation there will unfortunately be a delay in processing paper submissions.

The personal information you provide will be used for us to process your planning application. The information you provide and our processing is necessary under planning legislation.

  • We may share your information with other teams within the council in order to provide a service to you, to ensure our records are kept up to date or otherwise where we are required to do so
  • Your information will be available as part of the public planning file and your name and address will be published on the on-line planning portal
  • We will share details of your planning application with statutory consultees where we are obliged to
  • we will not disclose your information to other organisations unless we are required by law to do so or to prevent fraud
  • your personal details will only be held as long as is needed for this purpose and in accordance with our retention policy

Planning Application Requirements

The following Plans and Supporting Documents are required to meet National and Local requirements. They may be either Conditional or Mandatory. Review the Condition/Trigger to determine if that requirement applies to your application.

Requirements are marked with L=Local, N=National, C=Conditional, M=Mandatory.

Plan Requirements

(NM) Application form

Completed form (original plus 1 copy to be supplied unless the application is submitted electronically).

(NM) Fee

The appropriate fee.

(NC) Ownership certificate


  • Certificate A if applicant is sole owner,
  • Certificate B when the owner is known to the applicant;
  • Certificate C & D where not all or any of the owners are known
as required by Article 13 of the Town and Country Planning (Development Management Procedure) (England) Order 2015 and by Regulation 6 of the Planning (Listed Building and Conservation Areas) Regulations 1990.

(NC) Part 1 Notice

If Certificate B completed.  May be required if Certificate C completed and some of the owners are known.  A copy should be served on each person identified in Certificate.

(LM) All necessary drawings, documents, materials to demonstrate and/or support the submission
