Home Energy

As part of our work in supporting residents to heat their homes more efficiently, we have published a Statement of Intent (opens in a new window) (PDF) [328kb], which outlines how we will determine households eligible for support through the government’s Energy Company Obligation scheme. This is called Flexible Eligibility and allows us to set criteria which go beyond the list of certain benefits which otherwise qualify residents for funding to install energy efficiency measures.

The current Statement of Intent above replaces a previous and now superseded version - Statement of Intent (superseded) (opens in a new window) (PDF) [822kb].

Eco Scheme

A number of installers are now working in the Basingstoke area and are able to access funding for residents in line with the council’s Statement of Intent. We have checked that these installers have all the necessary accreditations and insurances and a list of these companies and the work that they can carry out can be found below. It is up to residents to decide which company or companies they wish to contact.

Find out further information on the Eco Scheme.

Eco funding from external organisations - installers

Local and national installers can bid for ECO funding from the larger energy companies. The following table lists installers with ECO funding that we are aware of. We haven't entered into any commercial arrangement with the installers and this list is for information only.

There will be other installers with available funding that we are not aware of who you may wish to contact.

Home Energy Conservation Act (HECA)

The government requires all local authorities to produce annual reports on domestic energy performance across all residential properties in their area. Reports have to set out actions and opportunities that councils are proposing to improve the energy efficiency of housing in their areas, reduce fuel poverty and cut carbon emissions.

Our HECA reports for 2014, 2015 and 2017 are available to view below.
