COVID-19 support grants for businesses

The government has published a number of new grants available to businesses impacted by local and national restrictions due to COVID-19. The different grants currently available, along with which businesses can claim, are listed below:

Restart Grant 2021

(For businesses with a business rates account on the ratings list as of 1 April 2021)

The Restart Grant is a one-off grant only. The primary principle of the Restart Grant scheme is to support businesses that offer in-person services, where the main service and activity takes place in a fixed rate-paying premises, in the relevant sectors. Where a grant is issued, the business that according to Basingstoke and Deane Borough Council’s records was the ratepayer in respect of the hereditament on 1 April 2021 is eligible to receive the grant. the application closure date is 30 June 2021, as set out by Government.

The grant will be two separate strands depending on the type of business as follows:

Strand One

The Restart Grant will support non-essential retail premises with one-off grants of up to £6,000 in Strand One of the Restart Grant. A non-essential retail business can be defined as a business that is used mainly or wholly for the purposes of retail sale or hire of goods or services by the public, where the primary purpose of products or services provided are not necessary to the health and well-being of the public.

The following thresholds apply for these businesses:

  • Businesses occupying hereditaments appearing on the local rating list with a rateable value of £15,000 or under on 1 April 2021 will receive a payment of £2,667.

  • Businesses occupying hereditaments appearing on the local rating list with a rateable value of £15,001 to £50,999 on 1 April 2021 will receive a payment of £4,000.

  • Businesses occupying hereditaments appearing on the local rating list with a rateable value of £51,000 or over on 1 April 2021 will receive a payment of £6,000.

Strand Two

The Restart Grant will support hospitality, accommodation, leisure, personal care and gym business premises with one-off grants of up to £18,000 in Strand Two of the Restart Grant.

The following thresholds apply for these businesses:

  • Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £15,000 or under on 1 April 2021 will receive a payment of £8,000.

  • Businesses occupying hereditaments appearing on the local rating list with a rateable value of £15,001 to £50,999 on 1 April 2021 will receive a payment of £12,000.

  • Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £51,000 or over on 1 April 2021 will receive a payment of £18,000.

The grant form requires information needed from the Government to enable the grant to be awarded. Please note you will need the name of your business, business rates account reference number, business premise address, bank details and include a bank statement to receive the business support grant.

Please note payments will be made by BACS to your bank account, this can take up to 3 weeks due to additional checks that needs to be made in accordance with the Government guidance.

National Restrictions (for businesses closed or affected by the restrictions between 16 February 2021 to 31 March 2021)

For businesses that are mandated to close by Government and that have a Business Rates Account (Local Restrictions Support Grant Addendum LRSGA)

As part of its national restriction measures to reduce the spread of COVID-19, the Government has announced grant funding to be paid out by councils to businesses that have, as a result, been told to close.

Eligible businesses will then receive a single payment to cover the period 16 February 2021 to 31 March 2021 for a period of 44 days. All previous periods for this grant are closed. Please note a new application will have to be completed to confirm the business is still trading and state aid/subsidy has not been reached. For this period of funding, the application closure date is 30 May 2021, as set out by Government.

Businesses that have set up a click and collect service and restaurants providing a takeaway service will still be able to claim grants as their substantive business has had to close.

To qualify for this grant, your business must be trading in Basingstoke and Deane and must:

  • be liable for a business rates account as at the date of restrictions (please note you may not be paying rates as you are in receipt of a relief, for example those who receive Small Business Rates Relief or retail relief
  • have been trading as usual prior to the date the restrictions came into force
  • be required to close due to Government restrictions
  • not be in administration, insolvent, or a striking off order made at the time the local restrictions started.

Businesses that have been mandated to close by Government include:

  • non-essential retail
  • leisure
  • personal care
  • sports facilities, and
  • hospitality businesses.

The funding is only available for businesses that were required to close because of the formal publication of lockdown regulations under Public Health legislation. The funding is not available to businesses who have elected to close for other reasons.

The value of the grant varies depending on the business premises' rateable value:

Please note payments will be made in three to five working days after the completion of a correct application.

ARG Discretionary Grants Scheme - closing 14 May 2021

There are currently two schemes running under ARG for businesses trading from or before 1 April 2021 shown below, please note all payment of these grants will be paid after the application closing date, which may be sooner than 14 May 2021 due to limited funding:

ARG Restart 2021

Part of the ARG funding will be used support businesses who have a business premises but as a result of not having a business rate account are not eligible for a Restart. Like the Restart Grant, the primary principle of this round of ARG is to support businesses that offer in-person services, where the main service and activity takes place in a fixed premises, in the relevant sectors show below:

  • A non-essential retail business (see policy below for details and exclusions).
  • Hospitality, accommodation, leisure, personal care and gym business premises (see policy below for details and exclusions).

Grants to be awarded under this scheme will be on a scale depending on the monthly fixed overheads (for the purpose of this grant only includes rent). Businesses occupying and trading from a business premises without a business rates account, on 1 April 2021, the allocation of the grant will be as follows:

  • A non-essential retail business:

  • Hospitality, accommodation, leisure, personal care and gym business:

£1,501 or above £9,000

The application for this scheme will open on Monday 26 April 2021 and close on 14 May 2021 at 5pm. Please note the scheme may close earlier due to limited funding.

ARG Taxi 2021

Part of the ARG funding will be used to give a specific grants to the businesses running a taxi (see policy below for details and exclusions).

Business who will qualify for the grant:

  • Taxi businesses who advertise their taxi services directly to their business and not through a third party (proof of advertisement must be provided).

Business who will not qualify:

  • self-employed taxi drivers who do not run their own business
  • taxi services who cannot provide proof of running a business.

The allocation of the grant will be as follows:

  • One off payment of £2,500.

The application for this scheme will open on Monday 26 April 2021 to 14 May 2021 at 5pm. Please note the scheme may close earlier due to limited funding.
