Hackney Carriage and Private Hire Policy

The current Hackney Carriage and Private Hire Policy for Basingstoke and Deane came into force on 1 April 2021. This policy includes significant changes brought about by the DfT Statutory Guidance published in July 2020. The main changes are:

Change to 6 monthly check of DBS status using multiple status check facility
Licensee self-reporting time frames
Further detail on decision making for issuing a licence
Clarification on what is needed for overseas criminal checks
Basic disclosure from DBS for vehicle proprietor
Operator DBS checks, and staff DBS checks
New condition for PHO about register of DBS checked staff
Additional requirements for PHO to take further details when booking customers
Introduction of a penalty points system
Details of police common law police disclosure
Clarification on the investigation of complaints
Further details on signage required on vehicles, payment types and complaint method
Further details on council requirement to maintain a list of wheelchair accessible vehicles and the business contact details of the driver
Further details on CCTV and BWV requirements

The policy is live from 1 April but not all changes are currently in place, licence holders will be communicated with on when the changes will come in and a rough implementation plan will be provided.
