The National Planning Policy Framework requires that new development is directed away from areas at high risk of flooding. It advises that strategic policies should be informed by a strategic flood risk assessment that considers flooding risks from all sources. A Strategic Flood Risk Assessment (SFRA) of the borough has been carried out (2025), which assesses the risk to the borough from flooding, now and in the future, taking account of the impacts of climate change, and assessing the impact that land use changes and development in the area will have on flood risk. The SFRA will be used to apply the sequential test and, where necessary, the exception test, in site assessment and allocation.
