Strategic Flood Risk Assessment

As required by national planning policy, the borough council completed a Strategic Flood Risk Assessment (SFRA), in conjunction with the Environment Agency and the local water companies. The SFRA was first published in 2010 and subsequently updated in 2012. The SFRA provides an overview of all sources of flood risk (such as from rivers, surface water and ground water) throughout the Borough and also took into account the impact of climate change.

It informed the preparation of the Local Plan (2011-2029) and is also used in the determination of planning applications to ensure that development is located in areas at lowest risk of flooding.

The SFRA makes the following summarised recommendations:

  • Locate development in the areas of lowest flood risk
  • Ensure the vulnerability of the land use is compatible with the level of risk.
  • Where an Exception Test is required, undertake a Level 2 SFRA which is more detailed.
  • Require FRAs and/or drainage information for development within and upstream of locally defined Critical Drainage Areas.
  • FRA’s and Level 2 SFRAs should pay attention to the risk of groundwater flooding.
  • Apply measures to control and mitigate flood risk and where possible reduce flood risk.
  • Apply sustainable drainage techniques which should be designed to mimic natural systems that control runoff.

What the various SFRA maps indicate

Historic Flooding maps

These maps include the following:

  • areas upstream of locally defined critical drainage areas
  • locally defined critical drainage areas
  • groundwater flooding
  • localised flooding
  • sewer incident areas
  • historic flooding

Potential Surface Water Flood Risk maps (1 in 30) and (1 in 200)

These maps indicate the approximate extent of flooding under a 1:30 and 1:200 year storm scenario’s.

Potential Risk from Watercourses maps

These maps show the following:

  • Flood zones 2 and 3
  • Basingstoke flood defences
  • Monitoring network
  • Artificial water bodies
  • River waterbody catchment
  • Environment Agency warning areas

Standard Percentage Runoff map

This map gives an indication of soil hydrological properties in the borough using a colour coded shading based on the estimate of the Standard Percentage Runoff (SPR). This information can help to guide the possible use of SUDs on a site. However this information does not remove the need for site based investigations.
