Oakley and Deane Neighbourhood Plan

Oakley and Deane Neighbourhood Plan 2011 – 2029 was ‘made’ at Full Council on 26 May 2016. The Plan now forms part of the Development Plan for the parish and will be used to guide planning decisions in Oakley and Deane. Below are the final versions of:

Hard copies of these documents can be viewed at Basingstoke and Deane Borough Council Offices between the hours of 8.30am and 4.30pm Monday to Friday and at Basingstoke Discovery Centre, Festival Place, Basingstoke between 8.30am and 6.30pm Mondays to Fridays.

The allocated housing sites and other designations associated with the ‘made’ Oakley and Deane Neighbourhood Plan are defined on the Policies Map - Inset Map 7.

Referendum results

The referendum for the Oakley and Deane Neighbourhood Plan was held on Thursday 17 March 2016. There was a turnout of 43.4%. The results of the poll included: 1801 votes in favour (94.89%) and 97 votes against (5.11%). More than 50% of those voting in the referendum voted ‘yes’ and therefore the neighbourhood plan has become part of the statutory development plan for the parish of Oakley and Deane.

Referendum

Basingstoke and Deane Borough Council agreed to proceed to a referendum on the draft Oakley and Deane Neighbourhood Plan (ODNP) on 3 February 2016. As required by the Neighbourhood Planning (General) regulations, a Decision Statement has been published which can be found below.

The Referendum was held on Thursday 17 March 2016 between 7am and 10pm. Notice of the Referendum can be found above. The question asked in the referendum will be:

"Do you want Basingstoke and Deane Borough Council to use the neighbourhood plan for Oakley and Deane to help it decide planning applications in the neighbourhood area?"

The referendum area is identified on the map which is included with the information statement. The referendum area is identical to the area which has been designated as the Neighbourhood Plan area for Oakley and Deane.

The referendum was conducted based in accordance with procedures similar to those used at local government elections.

Examiner's Report

The council received the independent examiner's report for the Oakley and Deane Neighbourhood Plan (ODNP) on 7 December 2015.

The examiner recommended that, subject to a number of proposed modifications, the Plan should proceed to referendum. The examiner also recommended that the area for the referendum be based on the designated Oakley and Deane Neighbourhood Area as approved by the council in July 2013.

Pre-submission (Regulation 14)

Consultation on the Pre-Submission ODNP took place from 1 March to 18 April 2015. Visit the Oakley and Deane Parish Council website.
