Mobile home parks, caravan and camping sites

The council monitors all sites within the borough to ensure the conditions of the site licence are being maintained.

If you wish to purchase a licensed site or to create a new mobile home site please be aware of the information below.

Eligibility

First ensure that you are entitled to use the land as a caravan site before you apply for a licence. Find out if you need planning permission to use the land as a caravan site.

Once the relevant permission has been granted you can apply for a licence online. A licence will not be issued to anyone who has had one revoked within the three years from the date of the new application.

Notify us of changes to your mobile home site

Conditions may be attached to the licence to cover the following:

  • restricting when caravans can be on the site for human habitation or restricting the number that can be on the site at any one time
  • controlling the types of caravans on the site
  • controlling the positioning of the caravans or regulating the use of other structures and vehicles including tents
  • to ensure steps are taken to enhance the land, including planting/replanting bushes and trees
  • fire safety and fire fighting controls to ensure that sanitary and other facilities, services and equipment are supplied and maintained

A copy of the site license and associated conditions should be clearly displayed on the site noticeboard.

Regulation summary

The local authority issues licenses under the Caravan Sites and Control of Development Act 1960 and Mobile Homes Act 2013, and conditions associated with the licenses are guided by the Model Standards.

The Local Authority also carries out Fit and Proper Person checks on Mobile Home Site owners and managers under The Mobile Homes (Requirement for Manager of Site to be Fit and Proper Person (England) Regulations 2020.

Alterations to home site plots

Should you wish to make any alteration or improvement to your park you should seek the consent of the site owner prior to the work commencing. The site owner should approach the licensing authority for its comments.

The site owner may refuse permission should the proposal result in a contravention of the site licence conditions. Should the site owner unreasonably withhold consent, or you wish to make a complaint about the site or site owner, please contact a member of the Housing Standards Team.

Site rules

Site rules are part of the contract between the home owner and the site owner. The council is required to keep and publish a register of site rules. We will update this page when we are notified by site owners that site rules are in force or have been changed. Apart from Attwood Close, the site rules that appear below have been written by the site owners and not Basingstoke and Deane Borough Council.
