Notice to commence Basingstoke and Deane Local Plan

Under the new plan-making system, the council is required to publish a notice of intention to commence Local Plan preparation. This notice is published in accordance with the Town and Country Planning (Local Planning) (England) Regulations 2026, Part 4, Regulation 19.

Name of Local Planning Authority: Basingstoke and Deane Borough Council

Local plan title: Basingstoke and Deane Local Plan

The geographical area to which the local plan is to relate: the Basingstoke and Deane Local Plan boundary will cover the administrative area of Basingstoke and Deane Borough Council (Office for National Statistics Local Planning Authority code E60000242).

Date notice was published: 9 October 2026

Where the plan timetable is published: The Local Plan timetable is available to view on the council’s website anytime and in person at the Civic Offices in London Road, Basingstoke, from 8.30am to 4.30pm Monday to Friday. It is also available at libraries during their opening hours (Basingstoke Discovery Centre, Chineham Library, Mortimer Library, Newbury Library, Overton Library, Tadley Library and Whitchurch Library). Copies can be made available to members of the public on request.

Date expected to start preparing the plan: the council expect to start the 30-month plan preparation process by passing through Gateway 1 on 12 March 2027.

Local Plan data CSV file: the Local Plan data CSV file contains information on the Basingstoke and Deane Local Plan 2026 to 2042 in machine readable format. The data meets the government's statutory data standards and is provided under the Open Government Licence.

Notice of Scoping Consultation

Under the new plan-making system, the council is required to publish a notice of the Scoping Consultation. This notice is published in accordance with the Town and Country Planning (Local Planning) (England) Regulations 2026, Part 4, Regulation 20(1)(b).

Description:

Basingstoke and Deane Borough Council is inviting comments on the Basingstoke and Deane Local Plan. This is the first consultation stage and asks questions about what the Local Plan should contain and how we should engage people in the preparation of the plan.

Consultation period:

The consultation opens on 9 October 2026 and closes at 5pm on 20 November 2026.

Consultation matters:

At this early stage in the Basingstoke and Deane Local Plan, we are asking for comments on the scope of the Plan and:

  • Evidence base documents
  • Key issues
  • Vision
  • Measurable outcomes
  • Proposed policy areas

We are also asking how the council should engage on the preparation of the Local Plan. Alongside the Scoping Consultation, the council is also consulting on the Integrated Impact Assessment (IIA) Scoping Report.

The consultation documents and supporting documents are available on the council’s Scoping Consultation 2026 webpage.

Documents can also be viewed at the Civic Offices in London Road, Basingstoke, from 8.30am to 4.30pm Monday to Friday. They are also available at libraries during their opening hours (Basingstoke Discovery Centre, Chineham Library, Mortimer Library, Newbury Library, Overton Library, Tadley Library and Whitchurch Library). How to respond

Representations can be submitted online using our online consultation portal. Representations can also be sent to local.plan@basingstoke.gov.uk or by post to Local Plan, Civic Offices, London Road, Basingstoke, RG21 4AH.

Responses must be received by 5pm on 20 November 2026.

Request to be notified

You can request to be notified at the following future stages of the Local Plan (in accordance with the Town and Country Planning (Local Planning) (England) Regulations 2026, Regulation 20):

  1. Public consultation on proposed local plan content and evidence;
  2. Publication of observations or advice from a person appointed by the Secretary of State (under section 15CA(5) of the Planning and Compulsory Purchase Act);
  3. Consultation on the proposed local plan;
  4. Submission of the proposed local plan to the Secretary of State for examination;
  5. Publication of the date, time and place at which the examination hearing is to be held, and the name of the Inspector;
  6. If the examination is paused for further work to be carried out;
  7. The publication of the document and any evidence sent to the Inspector when the examination is paused;
  8. Publication of the Inspector’s recommendations and reasons
  9. The adoption of the local plan.
