Future of Vyne Meadow Car Park

We are moving ahead with plans to create new, affordable homes in Basingstoke town centre by redeveloping Vyne Meadow car park on Vyne Road. This follows a decision by our Cabinet in July 2026 to bring the site forward for housing.

The site currently provides 349 car park spaces, with the majority of these identified for permit holders Monday to Friday. A car parking study, commissioned by us, has shown that Vyne Meadow has one of the lowest usage levels of all Basingstoke town centre car parks, with capacity to meet demand at other car parks.

Next steps

We will be inviting housing providers to come forward with proposals for the site that would meet our priority to deliver new affordable homes.

Before we would sell the land to a housing provider, we would require them to draw up a suitable scheme with all new homes being affordable, to carry out further engagement with the community to shape proposals ahead of submitting a planning application and to develop the site within agreed timescales.

If these conditions are not met, we will be able to buy the land back at the original sale price.

Early community engagement

We held a drop-in session on Wednesday 9 July 2025 to consult with residents on the potential to redevelop Vyne Meadow car park. Feedback from residents identified a number of priorities, including ensuring development reflects the character of the area, improves access to the railway station, strengthens connections to nearby green spaces and delivers 100% affordable homes.

As we work with housing providers, we expect residents to play a key role in shaping the proposals, with the priorities they have already shared helping to guide the future of Vyne Meadow.
