Safer Communities Team

Our Safer Communities Team is made up of a Community Safety Team and Community Safety Patrol Officers.

The teams work to build safer and stronger communities by reducing antisocial behaviour, protecting public spaces and supporting residents. Through visible presence, partnership work, and action, we aim to build trust, improve wellbeing, and ensure people feel safe in their neighbourhoods.

Community Safety Patrol Officers (CSPOs)

Our community safety patrol officers:

  • carry out visible patrols to deter crime and reassure residents
  • work together with residents, businesses, community groups, housing associations, police, and other partners to solve problems
  • take action against offences like littering, dog fouling, and fly-tipping
  • encourage residents to report issues and take pride in their neighbourhoods
  • run campaigns to address anti-social behaviour in local communities

Authorised powers of CSPOs

The Community Safety Accreditation Scheme (CSAS) provides authorised officers with limited Police powers.

These include, power to:

  • Require name and address.
  • Require name and address for anti-social behaviour.
  • Require persons aged under 18 to surrender alcohol.
  • Seize tobacco from a person under 16.
  • Stop cycles.
  • Issue fixed penalty notice for cycling on footpath.
  • Issue fixed penalty notice for fly-posting.
  • Issue fixed penalty notice for littering

Traffic Management powers:

  • To require name and address for road traffic offences.
  • To control traffic for purposes other than escorting a load of exceptional dimensions.

Reporting antisocial behaviour

Community Safety Team

Our Community Safety team:

  • Deal with cases of antisocial behaviour to resolve issues and protect those affected.
  • Support residents with help and advice about community safety and antisocial behaviour concerns, so they understand their options and access the right support.
  • Oversee Antisocial Behaviour Case Reviews for residents experiencing ongoing antisocial behaviour concerns to make sure partners have responded correctly.
  • Arrange Domestic Abuse Related Death Reviews following the death of a person because of domestic abuse.
  • Work with local communities, supporting community groups, events and actions that promote safety, strengthen neighbourhoods and bring people together.
  • Deliver the community safety strategy with the aim to reduce antisocial behaviour and help create a borough where everyone feels safe in their homes, streets and public spaces.
  • Look at crime and antisocial behaviour trends to identify local issues, highlight emerging trends, and help shape evidence led action across the borough.
  • Arrange the Safer North Hampshire Community Safety Partnership which brings organisations together to prevent crime, reduce antisocial behaviour, and support residents.
  • Provides expert advice to partners and other council services where community safety needs to be considered, ensuring a joined‑up approach.

Community Safety Partnership

We are part of the Safer North Hampshire Community Safety Partnership, working alongside Hart District Council and Rushmoor Borough Council to tackle cross-border issues. Find more information on the Safer North Hampshire website

Strategic Assessments are created annually as part of the Community Safety Partnership to analyse crime and antisocial behaviour trends for our area. These assessments inform the Partnership Plan which details how the partners will work to deliver activities and focus on priorities throughout the year to achieve results.

Serious Violence Duty

Serious Violence Duty guidance issued under the Police, Crime, Sentencing and Courts Act 2022 sets out how all councils and local services must work together to share information and target interventions to prevent and reduce serious violence.

Serious violence includes homicide, knife and gun crime and areas of criminality where serious violence or its threat is inherent, such as in gangs and county lines drug dealing.

We are part of the wider Hampshire Violence Reduction Unit (VRU) who have developed a Strategic Needs Assessment and Response Strategy setting out the approach to tackling serious crime across for Hampshire.
