Community Safety Team

Our Community Safety team works to improve the safety and wellbeing of the local community by helping to reduce antisocial behaviour.

Community Safety Patrol Officers (CSPOs)

Our community safety patrol officers are accredited under the Hampshire Constabulary Community Safety Accreditation Scheme. They work to reduce antisocial behaviour and improve community wellbeing by:

  • carrying out patrols to deter crime and reassure residents
  • working with local communities, businesses, housing associations, police, and other partners
  • taking action against offences like littering, dog fouling, and fly-tipping
  • encouraging residents to report issues and take pride in their neighbourhoods
  • running campaigns to address anti-social behaviour

Authorised powers of CSPOs

  1. To require name and address.
  2. To require name and address for anti-social behaviour.
  3. To require persons aged under 18 to surrender alcohol.
  4. To seize tobacco from a person under 16.
  5. To remove abandoned vehicles.
  6. To stop cycles.
  7. To issue fixed penalty notice for cycling on a footpath.
  8. To issue fixed penalty notice for fly-posting.
  9. To issue fixed penalty notice for littering.
  10. To issue Penalty Notice for Disorder (PND) for throwing fireworks.
  11. To require name and address for road traffic offences.
  12. To control traffic for purposes other than escorting a load of exceptional dimensions.

Community Safety Partnership

We are part of the Safer North Hampshire Community Safety Partnership, working alongside Hart District Council and Rushmoor Borough Council to tackle cross-border issues. Find more information on the Safer North Hampshire website

Strategic Assessments are created annually as part of the Community Safety Partnership to analyse crime and antisocial behaviour trends for our area. These assessments inform the Partnership Plan which details how the partners will work to deliver activities and focus on priorities throughout the year to achieve results.

Serious Violence Duty

Serious Violence Duty guidance issued under the Police, Crime, Sentencing and Courts Act 2022 sets out how all councils and local services must work together to share information and target interventions to prevent and reduce serious violence.

Serious violence includes homicide, knife and gun crime and areas of criminality where serious violence or its threat is inherent, such as in gangs and county lines drug dealing.

We are part of the wider Hampshire Violence Reduction Unit (VRU) who have developed a Strategic Needs Assessment and Response Strategy setting out the approach to tackling serious crime across for Hampshire.
