Provision of vehicle accesses is a function of the county council (as Highway Authority) with the cost of the vehicle access being met by the property owner/occupant who requests the access. Assistance for disabled people
Subject to budget availability, the borough council will fund the provision or modification of a vehicular dropped kerb for disabled people who are in possession of a valid blue badge and are in receipt of income support or pension credit. This would cover all alterations to the highway kerb, footway and verge but not the provision or modification of a hardstanding area within the property. The borough council will usually contribute up to 50% of the cost of providing a vehicular dropped kerb if a disabled person holds a valid blue badge.
The Disabled Facilities Grant which provides funding for the adaption of homes to meet the needs of the occupant with a disability and could include the provision of a hardstanding and vehicular access.
