This assessment is undertaken alongside the preparation of a Local Plan and is an important tool in making informed decisions that actively address the issue of sustainability. The appraisal process compares, analyses and evaluates different options for the planning of the borough; identifies how to maximise the positive impacts of plan options and minimise the negative impacts. This is the second interim report focusing on the developing suite of draft policies (generally those of a spatial nature) and the Regulation 18 Local Plan will be supported by further assessment to support decision making. |

Housing | Strategic Housing and Economic Land Availability Assessment (SHELAA) | This reviews the availability, suitability and achievability of land for housing and economic development. This is updated annually. It provides a list of sites promoted for either housing or economic land uses. It does not allocate any land for those purposes but provides a list of options for consideration as part of the process of producing the LPU. |
Housing Market Assessment | This has been prepared to provide information about the borough’s housing needs over the plan period. In line with national guidance and requirements, the study models the size and structure of the borough’s population in 2040 and identifies the size, type and tenure of accommodation that will be required. | |
Economic | Retail and Main Town Centre Uses Study | This considers the current vitality and viability of the borough’s shopping centres and identifies the need for future floorspace over the plan period. |
Hotels Study | The study reviews the local hotel market and identifies how demand might change in the future. | |
Economic Needs Assessment | This provides information on the borough’s economic needs in relation to office, industrial and warehouse floorspace. It makes recommendations concerning the level of need, and strategy for meetings those needs, in respect of these sectors. | |
Environment | Landscape Character Assessment | This study identifies and describes the variation in character of the boroughs landscape. |
Landscape Site Sensitivity Study | This assesses the sensitivity of promoted development sites (as identified in the SHELAA) by assessing landscape and visual sensitivity and combining this with an assessment of landscape value to determine a capacity judgement for each site (low to high sensitivity). | |
Climate Change Study | This provides an evidence base to understand the impact and the cost of setting energy and sustainability standards for new development. It also informs the approach to setting policies for renewable energy development. | |
Urban Design | Basingstoke Urban Design Framework | This provides a high-level contextual survey and analysis of Basingstoke town to help underpin the design policies in the Local Plan Update. |
Water | Strategic Flood Risk Assessment | This identifies flood risk across the borough from all sources, including flooding from rivers and surface water. |

The Water Cycle Study has been carried out to assess the potential impact of projected growth (Local Plan Update) on water resources in the borough. Planned future development throughout the study area has been assessed with regards to water supply capacity, wastewater capacity and environmental capacity in the water environment. It also helps to ensure that required water infrastructure can be planned for and brought forward alongside new development, in a timely and phased manner. |
