Council Plan and Medium Term Financial Strategy

The updated Council Plan 2023 to 2027 was agreed in October 2023, following a change of administration.

The Council Plan is a high-level document that sits alongside the Medium Term Financial Strategy (MTFS). These two documents set out the council’s vision for future years, including how it will deliver key priorities.

The Council Plan sets out the overall priorities we want to achieve for our residents, our businesses and our borough and guides everything we do.

It doesn’t include everything we do but it outlines the activities and actions that we will most focus on, as well as the action we will take to support our partners. It sets out what we will prioritise as a council for our borough over the next four years.

The updated Council Plan for 2023 to 2027 focuses on these three priorities:

  • a place where people can have pride in their communities and the borough
  • a borough where we protect, restore, reconnect and enhance our natural environment
  • a council that delivers high-quality services for our residents

This is a key document for the council and the plan will be delivered through the council’s budget for 2023 to 2027.

The latest residents’ survey, giving a snapshot of how people feel about the area, records a 93% satisfaction level with the borough.

We used feedback from this survey and engagement with our communities, businesses and partners on what matters most to then to focus our priorities and our action plan for the next four years.

In the survey, 75% said the council was well run and 59% agreed that the council provides good value for money. This is higher than the South East average and national averages but we are committed to continually look for areas where we can improve what we do to increase customer satisfaction.

Medium Term Financial Strategy 2025/26 to 2028/29

MTFS is a four year plan which sets out the council’s commitment to provide services that meet the needs of people locally and that represent excellent value for money within the overall resources available to it and is what links the priorities set out in the Council Plan 2023 to 2027 with estimated resources to deliver them. It shows how the council’s finances will be structured and managed to support the delivery of the council’s priorities over the medium term planning period.

Council's Risk Management Policy and Corporate Risk Register

Risk is a fact of life. The day-to-day management of an organisation and delivery of its services involves foreseeing and averting problems and maximising opportunities.

The council recognises that risk management is an intrinsic part of Corporate Governance. It seeks to ensure that every member and employee of the council has regard for the management of risks throughout the organisation, from planning and decision-making processes right down to day-to-day work situations, to ensure that the council's resources our customers rely on are not wasted as a result of uncontrolled risk.

Our aim is to put dealing with risks and opportunities at the forefront of our process, rather than tie up resources in the management of a rigid supporting framework
