The Council Plan, a high-level document, sits alongside the Medium Term Financial Strategy (MTFS) and together sets out our vision and how we will deliver our key priorities.

It outlines what we aim to achieve for residents, businesses, and the borough, focusing on key areas for the next four years and how we will work with partners.

Supporting strategies and policies complement the Plan, helping to guide its delivery.

The updated Council Plan 2023 to 2027 was agreed in October 2023, following a change of administration.

The updated Council Plan for 2023 to 2027 focuses on these three priorities:

  • a place where people can have pride in their communities and the borough
  • a borough where we protect, restore, reconnect and enhance our natural environment
  • a council that delivers high-quality services for our residents

This is a key document for the council and the plan will be delivered through the council’s budget for 2023 to 2027.

Council Plan update report

The latest residents’ survey reports a 93% satisfaction rate with the borough. Insights from this, along with engagement with residents, businesses, and partners, have shaped our priorities and four-year action plan.

The survey also found that 75% of respondents believe the council is well run, and 59% consider it good value for money—both above regional and national averages. We remain committed to continuous improvement and enhancing customer satisfaction.

Medium Term Financial Strategy 2026/27 to 2029/30

The MTFS is a four-year plan that outlines how the council will resource and deliver its priorities, ensuring services meet local needs and provide value for money. It links the Council Plan 2023–2027 to available funding and sets out how finances will be managed over the medium term planning period.

  • Capital Programme
  • Treasury Management Strategy
  • Capital and Investment Strategy
